Technology has made it easier to gerrymander, making it harder to detect. However, advanced statistical methods have been developed that compare a map with an ensemble of thousands or millions of possible maps to determine whether manipulation has occurred. This work has been accepted as evidence in court cases, including Alabama, where Black voters are accusing the state of gerrymandering. However, the complexity of generating an ensemble of possible maps presents mathematical challenges, and simulations generate more questions than answers.
Fe is a small, embeddable programming language written in ANSI C. It supports various data types such as numbers, symbols, strings, pairs, lambdas, and macros. This language uses a simple mark and sweep garbage collector, which results in small memory usage. Fe has a concise codebase of less than 800 sloc and offers an easy-to-use C API.
